Surf fishing using lures?

I was wondering if aneone had advice on fishing the surf useing lures. such advice like what kind of lures (soft or hard) (top water or suspension or sinking) when is it good to go out or is it never good to go out. how use work my lures through the waves, focus on the sand bar or between sandbars.

I went out once last august with my bosses husband (Russel) and using a charteuse suspension catch 2000 i caught 3 22+in. trout and a red and russel caught two keeper reds, bunch of skip jacks and 2 18-20 in trout and the catch of the day was a 3.5 ft tarpon on a white body red head top water. but since then i have gone out several times and have not caughten a single fish - been almost a yr.

all advice would help.

p.s.
anyone familiar with bob hall pier here in corpus? if u r i was wondering if u knew wen it was supposed to be open. they havent updated their website.
