Lure choice is entirely up to you. Topwaters generally work best very early and late, but at times can produce good fish during the middle of the day as well. I tend to use something I can cast under whatever the current conditions are (it DOES tend to blow toward the beach a lot) ... so a spoon or heavier plug is a good choice when the wind is up a little. You also have to consider where you are finding fish ... if they're in on the 2nd bar or the gut just past it, you obviously don't need something you can throw as far since you are (or at least CAN be) wading in that area.

Where to work ... again, changes all the time ... sometimes fish are mainly in the guts, other times you can do well on the bars ... just have to work both and see for that outing. A lot of times, very early fish will be in close ... sometimes all the way inside the first bar if conditions and bait warrant it, but usually move out to a bit deeper water as the sun goes higher. If you find a gap thru a bar, work that area well ... particularly the outside part of it ... bait and larger fish both use them to travel between guts.

As for the "when" ... anytime from now until the water cools back down enough to where you see very little bait in the water again. The fish will be there ... it's a matter of waves being small enough for you to tolerate and be able to fish in .. and water clarity being good enough to fish lures.
