I'm thinking they could use it for anything the state needs money for, instead of it being dedicated for fish hatcheries and habitat. I went to some Legislature links and was having trouble finding a text of the bill. I sent a note to one of the guys listed at the top of the link in my original post. I asked him your question and asked for a copy of the bill. Ill let you know what his reply is.
